Experience-Sharing Event

The DU team commenced this event as an important step in developing cooperation and sharing of experience between Donetsk and Lviv communities. Leaders from base NGOs, micro-projects co-implementers, regional and local coordinators, trainers as well as DU team members attended the event held on 27 September 2004. Communities of Donetsk and Lviv oblasts shared their experience on creating coalitions and the development of micro-projects. On one hand this event was valuable for the communities of Donetsk oblasts because they could receive relevant experience on coalition creation and project writing from the Lviv communities. This will help Donetsk communities learn from Lviv communities’ mistakes. Particularly, the Donetsk communities were advised on formalisation of relations in coalition that are preparing and will carry out the micro-projects. On the other hand the event was very useful for Lviv communities. First time their representatives felt themselves the real partners of the Programme who are not only lectured and couched but who have valuable for the Programme experience and knowledge.

The OPR Results

The Output to Purpose Review (OPR) of the Programme – undertaken by DFID Ukraine and led by Dawn Hart, Director of the Centre for Public Innovation (UK) – took place on 19–23 July 2004 in Kyiv, Lviv and five target communities of Lviv oblast.

During the preparation period the Programme team prepared a package with the information background information on Ukraine, national overview of poverty in Ukraine, the situation in the target regions and other materials important for the evaluation of the Programme. Besides, the Programme team maintained regular contacts with the DFID and the BC in order to coordinate the preparation work in Kyiv and in Lviv oblast. Specifically, a meeting for the regional and local coordinators was scheduled. This meeting was held not to educate them how to behave during the OPR but rather to inform them on the rationale of this event. The CCU consortium prepared for the event with understanding that OPR is not only checking exercise but mostly learning event for the Programme.

The OPR results demonstrated that in spite of the complexity of the Programme and the innovate approach to management of such projects – the Programme is implemented by a consortium of Ukrainian organisations – it definitely reaches its objectives stated in the Programme log-frame. Specifically, two of the Programme goals were rated as to be likely to be completely achieved, one as to likely to be largely achieved and two to be likely partially achieved.

Some of the OPR recommendations include:
• to contract the Programme to two oblasts only: Lviv and Donetsk
• to intensify relations with local authorities
• to co-ordinate closer its work with other donor projects in the similar field
• to produce a conceptual framework underpinning the Programme philosophy
• to extend the Programme for 12 months (till the end of February 2004).

During the months following the OPR the Programme team undertook several steps to disseminate and discuss the OPR recommendations and propose the ways it could be implemented. Particularly, the recommendations were delivered to the Programme personnel and trainers during the SMT and staff meetings, meetings with the Programme personnel in regions and at the experience-sharing event in Kyiv. During meetings with Christine Forrester, Programme Strategic Advisor the SMT and Programme staff discussed in-depth the OPR results and analysed its recommendations. This helped to rethink the performance of the DU team and the way the micro-project are being implemented. In addition the participants propose ideasd for shaping the Programme within the extra year. During the reporting period the CCU team conducted several events that may be considered as the fulfilmed of the OPR recommendations.

Today from the Education square of city of Chervonograd within the framework of project „Chervonograd Territorial Community Development” a 300-kilometre cycle race started. In this race took place the representatives of cities - participants of „Democratizing Ukraine: Small Project Scheme” Program.
