Training on Analytical Skills. Analysis of Risks delivered in the communities of Lviv and Donetsk regions

In July the training on Analytical Skills. Analysis of Risks was conducted in all communities participating in Democratising Ukraine Programme. The subject of the training is one of the most pressing topics today since it represents not only the basics of an effective project reporting system but also is a fundamental to the community development process. Making analysis and preventing risks is a good exercise for all community representatives. The training participants learned the most important lesson such as: ”Analysis is the fundamental of the learning process in the community; it unites all leading forces of the community.”

In particular, the goal of the training was to enhance the analytical skills of the project participants in order to prevent risks related to the implementation of the project objectives. The following training outputs are expected:
 Development of skills to prepare analytical documents (memos, reports)
 Ability to process information (from receiving, grouping, sorting to storing)
 Understanding of what information is
 Understanding of cause-and –effect relation in the context of project activities
 Identification of possible project risks
 Development of skills to manage risks

The second round of the micro-projects announced

On 24-30 July 2005 the information sessions were conducted in ten communities of Donetsk and Lviv regions in order to announce the development of the micro-projects of the second round. Olga Kapeliushna and Serhiy Shakhov, Programme micro-project managers conducted the information sessions.

The meeting on writing a Statute of the conducted in Sambir

On 28 July 2005 the meeting of the initiative group in charge of writing the Statute of the City took place. The decision was made to submit proposals to the deputy’s group regarding the introduction of the chapter on youth employment to the Statute.

Accomplishment of the round table discussion on Implementation of the State

Commitment to Make Payments to Disabled People of Different Categories that Get Postponed or Not Paid at the Local Level conducted in the community of Artemivsk

The round table discussion on Implementation of the State Commitment to Make Payments to Disabled People of Different Categories that Get Postponed or Not Paid at the Local Level was conducted within the framework of the Learning to Live Together Project on 20 July 2005 in Artemivsk city. The representatives of the community were invited to express their dissatisfaction with the local Department of Labor and Social Protection, Pension Fund, various medical institutions and housing and communal services of the city.

The coalition of local NGOs proposed to establish a steering council by joint efforts of the Department and local organisations of disabled people from the most active members of the non-governmental organisations and representatives of local self-government bodies. The Council will be addressing conflicts, improving the quality of provided services and conducting joint events. V’yacheslav Vaschenko, representatives of the City organization of soldiers fought on the territory of foreign countries, suggested conducting the round table discussion for all city agencies addressing the problems of disabled people. Also Mr. V. Vaschenko proposed to have public hearing on this issue.

Taking into consideration the experience gained in Northern Ireland the representatives of the project made a proposal to establish a Public Servants Code of Ethics at the Department of Labor and Social Protection and to observe its rules. As the participants of the round table discussion commented that many conflicts would be solved if the Code were approved.

The round table discussion ended with the adoption of the resolution that comprised all proposals and recommendations to the executive bodies that were aimed to improve the conditions of disabled people in the city.

The community of Artemivsk city introduced the tool of real planning

The community of Artemivsk city that carries out the project Learning to Live Together within the framework of the Democratising Ukraine: Small Project Scheme Programme has become a pioneer in the introduction of the vital tool for community development such as real planning. The article of Christine Forrester, Programme Strategic Consultant written for Our Community Newsletter stipulated the introduction of this methodology. The coalition of NGOs discussed the positive and innovative aspects of the method as well as how to adjust it to the local conditions. As a result, the most densely-populated part of the city of Artemivsk was selected; it is mainly populated by elderly people and young families. The members of the project coalition and the volunteers from high school N95 prepared a three-dimension model of the micro-district and the board with pictures depicting this part of the city. The model and the board were placed at the main room of the city executive committee and the local citizens were able to express their thoughts and recommendations on how to improve life in that part of the city. As a result it was discovered that the biggest need of the local citizens was the development of the recreational park for the local citisens. The process of collecting the recommendations is in progress.
