ARTEMIVSK


The community of Artemivsk city introduced the tool of real planning

The community of Artemivsk city that carries out the project Learning to Live Together within the framework of the Democratising Ukraine: Small Project Scheme Programme has become a pioneer in the introduction of the vital tool for community development such as real planning. The article of Christine Forrester, Programme Strategic Consultant written for Our Community Newsletter stipulated the introduction of this methodology. The coalition of NGOs discussed the positive and innovative aspects of the method as well as how to adjust it to the local conditions. As a result, the most densely-populated part of the city of Artemivsk was selected; it is mainly populated by elderly people and young families. The members of the project coalition and the volunteers from high school N95 prepared a three-dimension model of the micro-district and the board with pictures depicting this part of the city. The model and the board were placed at the main room of the city executive committee and the local citizens were able to express their thoughts and recommendations on how to improve life in that part of the city. As a result it was discovered that the biggest need of the local citizens was the development of the recreational park for the local citisens. The process of collecting the recommendations is in progress.

Training of the Trainers on Modern Community Development Techniques

On 4-6 July 2005 the training of the trainers on Modern Community Development Techniques was delivered for the trainers and the Programme staff. The Programme welcomes changes and innovative approach in order to decrease the number of poor and vulnerable people in the community by enabling them to take part in local policy making and implementation regarding the issues vital for the community. The community development enables to include all representatives in the process, especially the representatives of vulnerable groups that usually would not be participating in changes since they lack ability and self-confidence. The core of the Programme is to create and to introduce innovative models of democratic participation and to empower changes. The training has the following objectives:
 To create new models both at the Programme level and at the community level
 To explore how these models can be adjusted and used in different communities
 To determine elements, approaches, processes and concepts that can be duplicated by other communities and projects
 To distribute information about the projects, Programme and its model
 To introduce best practices to the project management and team work and work of the coalition
 To establish the core group of the learning community

Public hearing on the Statute of the City was conducted in Chervonohrad

On July 3 2005 public hearing on the Statute of the City of Chervonohrad was conducted within the framework of the Development of Local Community of Chervonohrad City Project on the premises of the People’s House of Chervonohrad. The following individuals took part in the public hearing: representatives of the local authorities – V. O. Garasyuk, secretary of the city council, G. R. Tymchyshyn, affairs co-ordinator of the city executive committee, deputies of the local council and the leaders of the non-governmental organizations, experts that participated in the development of the draft Statute. The proposals for the city council were summarized and approved; the recommendations developed during the public hearing were included to the proposals. The proposals were as such: to start a regular column in the local newspaper “Discussing the Statute of the City”, to distribute the Statute and letters of support to encourage feedback from all NGOs, political parties and local businesses and to conduct another public hearing on the Statute of the City.

Upon completion of the public hearing the volunteers from the Youth Student’s Parliament, co-implementer of the project, polled around 100 people that took part in the public hearing and came to the People’s House by accident. The analysis of the questionnaires demonstrated that the Statute was an extremely important document for the community development. The local citizens also expressed an interest in further discussion of the draft and they really hoped that this document would address the problems of the community.

Oksana Zubrytska, Programme Consultant, conducted a monthly monitoring visit to the community of Chervonohrad during the event.

Interim evaluations of the micro-projects carried out in Lviv region were conducted

Interim evaluations of the micro-projects carried out in Lviv region were conducted in Drohobych city (17-19 June 2005), Sambir city (22-23 June 2005), Sokal city (27-28 June 2005) and Chervonohrad (29-30 June 2005).

The goal was to evaluate the effectiveness of the projects in terms of the compliance with the Programme’s goals, streamlining the activities carried out within the micro-project framework and the sustainability of the micro-projects impact on the communities. In particular, the existing impact of the projects as well as the prospects for the impact upon completion of the micro-projects was studied; the strengths and weaknesses of the projects were reviewed and additional opportunities, trends and risks of the projects were analysed.

The community of Drohobych approved the Regulation “About Public Hearing"

On 22 June 2005 the XXIX session of the city council of Drohobych approved the Regulation “About Public Hearing in the City of Drohobych”.

Nineteen issues were proposed to be reviewed at the XXIX session of the city council of Drohobych that took place on 22 June 2005. The issues of Approval of the Regulation “About Public Hearing in the city of Drohobych” (article 18) and Approval of the Regulation “About Department of Family, Youth and Tourism of the Executive Bodies of the city council of Drohobych” (article 18) were among the topics to be reviewed by the session. In order to ensure the right of the local community of Drohobych city to conduct public hearing, taking into consideration the recommendations of the standing committee for deputy’s work, public order and self-government and the proposals of the Drohobych branch of the Committee of Voters of Ukraine and the coalition of the non-governmental organisations “Legal Service of Social Assistance” and observing the article 13 of the Law of Ukraine “On Local Self-government in Ukraine” and considering the provisions of the chapter 2.7. of the Statute of the Local Community of Drohobych City, the XXIX session of the fourth democratic convocation approved the Regulation “About Public Hearing in the City of Drohobych”. In particular, the approval stipulated the following:
1. To approve the Regulation ”About Public Hearing in the City of Drohobych” in compliance with the Annex;
2. To publish the given approval and the Annex in local mass media;
3. To make the standing committee for deputy’s work, public order and self-government responsible for the implementation of the given Approval.

The chapters of the legal document regulate general provisions of the public hearing in the city of Drohobych, the procedures for initiating the public hearing, preparation of the public hearing, conducting the public hearing, documentation and legal ramifications, transitory and final regulations.
Approval of the Regulation “About Public Hearing in the City of Drohobych” is an important milestone in the work of the Legal Service of Social Assistance that has initiated the consideration of that important issue for the community. This document promotes the development of local self-government, strengthens the voice of the local community and enables the public to take an active part in the activities of the local authorities.

Approval of the Regulation is extremely important for the local community of our city because the community has received the legal document that regulates the procedure of preparation and conducting of the public hearing, an important mechanism of local democracy, and it enables the local citizens to implement their right to participate in the local self-government activities. Undoubtedly, the mechanism of public hearing will address the local problems, the problems of vulnerable people in the first turn.

The meetings of the standing deputy’s committees of the city council of Drohobych preceded the approval of the Regulation. The local community represented by the coalition of the non-governmental organisations Legal Service of Social Assistance and the Drohobych branch of the Committee of Voters of Ukraine was very active in the consideration of the issue.
